since there was no evidence and Bush knew Bin Laden wasn't the mastermind, he didn't have any. He still needed his war, though, to cover and distract people from asking any questions, when they already had their boogeyman to blame it on. Bush wanted this war badly, as it is what would give him the ability to expand the war into Iraq, where he was already building the boogeyman scenario by falsely trying to tie Saddam to 9/11, too.
