Mullah Mohammed Omar said there was no move to "hand anyone over".

The Taliban offered to begin discussions to turn OBL to a 3rd country not aligned with the US if Bush would stop the bombing of Afghanistan. Bush said the bombing would stop only after they turned over OBL to the US
