been brainwashed by the elites in the government and their allies in the media & elsewhere to do their bidding.

I would imagine that in at least some circumstances business owners themselves feel pressured to take some of these actions.

Government officials can decide whether they are an "essential" business, whether their licenses are renewed and a variety of other perks or punishments that can be meted out to them.
