unproven, and untested govt countermeasures would fail.

There were pandemic protocols that had existed, and that were based on actual scientific study. But those were thrown out the window in lieu of half-baked ideas like six-feet social distancing, cloth community masking (and then double and triple masking), plexi glass barriers, and respiratory virus contact tracing.
