community worked within the white community, Tulsa was extremely rich with oil during that time and the money was flowing, so lot's of skilled and unskilled labor needed in Tulsa to support the boom of money from oil. The black community was not allowed to enter white stores, restaurants, motels and such so that meant the money they made went to the black businesses which made the booming Negro Wall Street, as George Washington Carver called it.
