One of two things likely happened.

FB paid the government money for access to special information in which to use to determine how it blocked certain messages.

Government paid FB for the same thing.

In both cases, government provided legal protection for FB

Government is not a private institution. If FB paid government, it was basically a bribe. If the government paid, it was using mine and your dollars to do so...so they stole our money to pay off FB.
