The least prevalent is that a few in DC are wildly naïve and think you can love people enough to cause them to overcome selfishness and laziness. Look at things like welfare. A wild failure that continues out of some ideal of "compassion" that is based in nothing but subjective desire.

For most they are buying votes - pure and simple.
