would you, and if so, how?

I'd start by saying 30 years total for all positions except janitor, and some wiggle room for the disabled doing menial tasks; no matter local, state or federal; elected or hired.

If you haven't done all you want in that amount of time, too bad. Let the next person take a shot.

I'd limit U.S. Senators to 3 terms. I'd limit U.S. Representatives to 10 terms, with a mandatory 2 year break after 5 consecutive terms.

I'd boot career employees after 30 years, so they would know when they start it is not a lifetime appointment, and they won't be able to manipulate things forever, no matter how high they are on the food chain.

These are suggestions for discussion, and I'm willing to consider other suggestions.
