We used to have a FBI drill at the range where at close distance--21 feet or less--we were given a command to draw and fire 2 shots on target. We then reholstered and repeated the drill.
They stopped doing that drill because what the FBI discovered in their reviews of police shootings and police deaths, officers resort to their training in times of stress. They were shooting an assailant and reholstering their weapons....only to be killed with their own weapon on that of the assailant when the assailant kept coming at them.
And in times of stress shooting, you really aren't aiming as much as shooting instinctively, ie, "point and shoot". We were taught to shoot the first round, watch where it hit, and make adjustments for the second round.
Back then, you were looking at 6 shot revolvers so you wanted to be judicious and conserve ammo. With semi-autos, you have the "luxury" of more ammo in your mag, 15-18 rounds, and can keep shooting until the threat goes away.
