qualified to be one in the field is though.

I don't know if being head of a union is a qualification for being able to handle physical altercations with disobedient criminals.

I will admit the only info I know is that she has been around for 26 years and failed miserably this time. I don't even know if this was in fact an affirmative action hire or not. I was speaking in general terms.
