Had a woman who refused to sign her ticket after she made a turn in front of oncoming traffic and nearly hit a motorcyclist. Happened right in front of me.
In KS, if you refused to sign that was "failing to give notice to appear" and was an arrestable offense which required posting bond (I'll get back this later).
Anyway, first refusal so I call for a backup to witness the second refusal. Bang, she's getting arrested. Refuses to cooperate and be handcuffed. Our policy was anyone arrested and being transported was to be handcuffed. After dicking around with her she finally says you can handcuff me in front. Nope, policy says always behind the back.
So we have this standoff and she finally gets cuffed and stuffed and we go to the station. Other officers, including my SGT, would have put her to the ground, cuffed her, and added resisting to the charges.
So we get to the station where she's allowed to bond out by surrendering her DL and (wait for it) her SIGNATURE. Big waste of my day. I missed the days in Missouri where you simply wrote "refused to sign" on the ticket and tossed it in the car and walked away.
Did I mention she was black?
She filed a complaint and they had to investigate it.
Unknown to me a husband and wife had watched the entire incident through their storm door directly across the street. They told the detective from IAB I was extremely patient and polite to this woman but she was just obstinate.
I was cleared.
Her refusla to cooperate really taught us, didn't it?
