So there is a laziness factor if you consider where those rolls are never cleaned up, and see who is in charge. However, the racism angle, the victim angle, is a built-in excuse to not require election officials to strive for legitimacy, or clean up the rolls. I suspect election integrity is not only NOT important, but something to be avoided if you believe you deserve multiple votes per voter due to being victimized (as you're told you are by your white minders on a daily basis).
