to money? No? Of course not, they are not assets. So your question has nothing to do with fungibility.

Perhaps you should ask a different question. In some cases, states can use general fund money for many different cases. Pension fund money is not typically paid out of the general fund. Also, the recent relief act prohibits the state aid funds to be used to pay pensions.
