claims, lower than expected tax revenues, money to get schools COVID-ready so kids could back to school, funds for public health like administering COVID tests and vaccines. All of that is COVID-related.

You have a point that some states and cities have some issues with defined-benefit plans for employees. However, those issues would exist with or without COVID and were not anywhere near the primary purpose of the law, as states didn't get any money from the law that was targeted for that purpose. Also, states without pension issues also got funded from the bill, so it's difficult to see how that even played a minor role.
