anything of value (food, water, smokes, hats, apparel, etc.) to anyone within a certain distance of the polling place. That is considered electioneering as can be used as a means of buying votes. The polling place can put out things. People can bring their own food or water. But third parties cannot provide it within the prescribed range.

This is nothing new at all.
