and I am talking theory now, not what I wish it to be (which is in general agreement with you and DT).


But to cover the cost of roads relative to taxes collected, which they know will be out of balance soon

1. Increase general revenue income tax
2. Increase gas tax
3. Implement a user-based fee (toll roads/mile tax)

On top of that, they use highway taxes to cover other modes of transportation (bus, train, etc.) which I can see the point of some of it, so revenue is needed there.
