These cities and states were already billions in the hole because of their reckless spending for problems they still can't solve. These budget plugs were used in negotiations for the bill.

This is one of the biggest reasons blue cities hated Trump. The leaders knew they couldn't rely on daddy Fed to bail them out after writing countless blank checks for years.
