I think the best way to answer is to note that use of the term "government" in the monolithic sense is to describe the general idea/nature of it, and not the actual apparatuses of it.

So, in your scenario, the entity accepting the gift of land from the legitimate owner would become an owner. That would be an example of a voluntary society in action, and with an entity that provides utility in a public sense but through voluntary actions. That would make for a good example of those who cannot imagine a world without govt.
