Apparently you can vote in Jacksonville elections even if you live outside the city limits, but reside in duval county.
So the "republican" areas are in the burbs and outside the city limits, and they also voted for the current pub mayor.
The "crime-ridden" areas are focused in the city and are largely populated by minority (likely democrat) populations.
Took me about 5 minutes to research this.
