that a product has to have 51% of the finished product to be from the USA. That means between labor and component costs it has to be over 51%. So what a lot of companies are doing, and have been for a long time, is they take a finished product that is imported, take it apart, put it back together and retest it. Now, the cost of the item is increased and all the labor they put into it make up more than 51%. So now, not only are they still using import products on their jobs, they are paying a premium for it just so the manufacturer can sign a letter saying it's 51% domestic.
