is a nightmare. Each government job has different requirements and all it does is drive the price up for us taxpayers on anything the government builds.
None of those requirements are clear in what they require either. Some manufacturers that would inherently meet them, refuse to provide material because they're scared their interpretation isn't correct and won't sign off on their products meeting the requirement.
It clearly doesn't require an "officer", but it does need someone (an engineer most likely) to go through all those specs and requirements to clean them up to achieve the goal they're trying to achieve.
