Isn't this how all vaccines are handled?

My, albeit limited, knowledge of vaccine distribution is that the state health departments acquire vaccines on federal contracts and administer the distribution programs throughout their state. Was this handled differently? It sounds like they were using an already existing distribution system so they didn't have to recreate the wheel.
