who could not demonstrate a loss based on the acts of the government. As I have said since this all started, the challenge is how you make the determination and the proper amount. And I don't know how you would do it. But I said that was the framework where I would support payments. Clearly, just mailing out checks does not accomplish this. And you have continued to lie about my position meat.
