Any modern society unless we went to using lotteries in some form as has been done in the past. If government exists, unless funded by a lottery or some other source I cannot think of, then some form of taxation will exist, even if it is only from tariffs.


But what we have now is way too excessive to where the government debt is getting so high it will have trouble funding interest payments on debt without devaluing the dollar.
