It is software that is installed on network monitoring servers. It uses protocols like snmp (simple network management protocol), icmp (internet control message protocol) to monitor the health of the network. ICMP is used to send out "pings" like sonar and listen for a return response. If no response, it marks whatever it expected a response from as down and sends an alert to technicians monitoring the network.
SNMP can be used for the same thing,but SNMP also allows a device to send out alerts to a defined IP address for many things. CPU RAM, disk space utilitization, status of cooling fans or power supplies can generate alerts if they fall outside defined thresholds and send alerts to the management software.
The SolarWinds product collects alerts. If you have access to it, you can map out a network and everything on it.
But it isn't installed on voting machines.
