growing up in STL (Wellston and Jennings during and post-WWII) in an attached letter. One of the things he mentioned was how all the houses had burn pits out back to dump ashes from burning coal for heat and disposing of garbage. Many of the residents never paid to have the contents of the burn pit hauled off, or bothered to burn off their garbage and that resulted in rats in their neighborhoods.
So the "it's not my problem and I'll just let the garbage and ash pile up" folks needed some type of kick in the ass to keep the rat problem at bay.
