The measure was of excess deaths. The important word here is "excess". In weeks when there were fewer deaths than the average number of deaths between 2015-2019, the data were treated as 0... in other words, no excess death. They didn't "tweak their data." They gave you the inclusion rules for their data. It's called transparency.
