I think you are arguing theory and I am arguing real life in a civilized society.

Humans will always try to rule over other humans. That action is certain. Those who have Justification normally win. Those who do not, normally lose.

Using El's example. The Government already exist and is ruling over you. The police already exist to enforce the laws the government made because that is the voluntary agreement they made with the Government to be paid for. His example was what is worse, the words on paper or the actions of the person that gets paid to enforce the words on the paper.
