A). Politicians passing laws that restrict freedom

B). Police enforcing laws that restrict freedom


For help with this concept think of the speed limit. Politicians might set it at 70 mph but we all know that you’re not going to get pulled over and ticketed going a little over. Whatever speed you’ll get pulled over for is the actual speed limit. The restriction begins when enforcement does.
