People will swear it is effective because they really really feel like it is effective. And since they really feel it is effective they now feel like they are doing something to make things safer. And that makes them feel like they are in control.

It is 100% about feelings and a desire to believe they are in control of things. And it is intellectually embarrassing. And in the case of shut downs it is destroying lives.
