Now if the govt's interest is also in fostering an environment where folks are kept alive - as is seen to be the case not to a degree, then the survival of each and every last business is likely not possible. So we do the best we can.

Perhaps - here is an idea - govt cannot force closure without balance of temporary financial support. Then when the dust clears, folks are OK and businesses re-open. Not always perfect, but might work out.
