As I understand it, and there have been several lawsuits filed, the one the trial court judge issued an injunction on and said there was a likelihood of success on the merits was not about fraud, it was that the PA legislature did not follow their own state statutory and/or state constitutional requirements to pass a law to allow mail-in voting. It was strictly procedural in that sense but was correct based on what I read.
