practices - those are two vastly difference things. In more suburban areas, there obviously is some "lack of compliance" (where there are "procedures" in place. I don't know the stats, don't claim to - but 100% compliance would be more effective than 80% compliance, which would be more effective than 50%, etc... In spite of Einsal's OP, I don't think that anyone is saying that "nobody is complying".
You may not have said those things, but Einsal did (his OP), so you if you're going to follow around the board with Einsal's premises, then own his ****.
