If you just look at the simple analysis of what the dems wished to spend on another stimulus, then add what Biden has proposed in healthcare spending and environmental spending, you more than account for that.
It is easy to know how things are supposed to work. That is what simple minds do meat. Applying that to reality is where some level of intellect is involved. And this explains why you got so very, very lost.
