Do you think the covid spikes are as bad as they would be

nobody wore masks/social distanced, etc? Or are the spikes in areas were social distancing/masks/etc are lax? My OBSERVATIONS are the latter - from kids in school,friends that have caught it, etc.

For example, my daughter has been quarantined 2x (senior in hs) - both times she was in "close contact" with persons who tested positive, with both parties wearing masks (one in a classroom and the other cheer). My daughter tested negative after each of these contacts - do you think that my daughter would have tested negative without both parties wearing masks?
