wouldn't they have deposited those ballots in drop-boxes, prior to the close of the election, rather than hoping that the USPS failed to post-mark them.

All of these ballots received after the 3rd are tracked - a large number of "pre-filled out ballots without postmarks" would draw scrutiny.
