Why not have "all" goods, services and transactions taxed with the National sales tax, no exceptions. There is no need for any income group to pay any income tax. The rich will continue to consume at a greater level than the poor; however, the poor will have skin in this game. If everyone constantly desires "fair", what could be more fair. It will never take place because of the government payroll that is the IRS and the vast cottage industry that has grown up around the graduated income tax!
