purchases through FEMA, saving millions of $$$ for taxpayers an instead of stealing shipments that states had coordinated shipments for themselves at outrageous prices because Trump was bidding against them. Maybe he could have actually encouraged mask wearing instead of making it a political issue. There's a lot more he could have done short of what you proposed in your question that would have been effective.
