non-discretionary spending must be revoked, or it automatically happens.
That said, your options are:
Automatic/mandatory: 70% of budget
- Social Security/Disability
- Unemployment
- Medicare
Interest (I guess we could default?)
Other (e.g., retirement benefits, veterans benefits, food stamps)
Discretionary: 30% (split about 50/50 with defense)
Defense
Everything else. All government programs you can think of. Agriculture, roads, railroads, shipping, vehicle safety, research, student loans, law enforcement, jails, etc etc.
