people carry out violent crimes. That is, of course, tricky and there should be safeguards in place to protect the public.

In this particular instance, they were in violation of the law and I think it was appropriate to arrest them for that. I think they shouldn't face serious consequences for it, unless there is strong evidence that they were indeed planning to commit a serious crime(s).
