to prolong the inevitable acquisition of Iran getting a nuke in exchange for lightening the economic sanctions. Iran gets an uplift in the economy, the people get a taste of what a modern economy can do to improve your lifestyle, the fundamentalists continue to slip away from being in power due to the rise of a more affluent middle class.

Now they will be getting a nuke sooner and there are still sanctions which have crippled the economy but have only tightened the grip the fundamentalist government has over the people.

Only Donnie Dum Dum could make that deal.
