First time I heard of it was during law school at Saint Louis Univesity School of Law in the late 90's. I needed a 2 hour elective in bull**** and actually took a course taught on Critical Race Theory just to fill it. It was taught by a young Ivy League law graduate, an Asian guy as an aside, that was like a teaching assistant or something until he got a gig as a full time law school prof.
Knew it was complete poppycock when I heard it, but all the buzzwords have been accepted in recent years: systemic racism, social justice, etc., et al.
It definitely seemed to be spawned or at least incubated in law schools.
