It is when they are young and make some meaningless crime (like traffic or drug law). That slowly builds his record...and that record not only haunts him, it pushes him in deeper...and his reaction is to push back more...until it boils over at some point.

That is the culture we have now. And LAW AND ORDER and all of these laws contribute into that culture...as well as hopelessness in many of these communities.
