The USPS is a mess for many reasons

The main reason is you have a bunch of politicians putting a bunch of stupid rules over them. So even if they wanted to run it like a business, they are not really allowed to. It is being set up to fail by the GOP through their dumb rules (i.e. the pension stuff), and being set up to fail by the Dems because they would not allow them to deliver mail fewer days a week or close a bunch of post offices that needed to be closed. They also stupidly have to go to Congress to get rates changed....plus they are forced to give service to everyone (at essentially the same price), where others can basically cherry pick how they want to their service where profitable.
