get a small appropriation from Congress, but they have refused it every year. They start generating losses when Congress requires them to prefund an unreasonable amount of pensions for future employees that won't be born for at least another 20 years.

Thats bad government, not USPS management. It would be a bad business decision for corporate boards to do the same thing.
