Harris was polling at something like 3% among AAs. Picking an AA woman was supposed to appease segments of the Dem voter base, Harris would actually drive them away.
His pledge months ago to have an AA woman on the ticket was just his first attempt to pull in the far left of the ticket. I doubt it will do anything to attract the moderates and Independents be needs to beat Trump.
