taxes - he can tell the IRS to stop collecting payroll taxes, but without the elimination or waiver of payroll taxes, I would anticipate that many/most employers will continue to withhold. Those payroll taxes will be due at some point, without congressional action - if employers do not withhold, they could/would be liable for the taxes at some point.

Please explain why this message is being reported.
