Everyone is hesitant, and finally someone goes first. If it goes well, everyone follows. If he jumps and slams into a rock wall or the water is 3 feet deep, everyone says "wait, we might want to rethink this".

School districts are just pushing out as much as they can so someone else can be the guinea pig as they don't really know what is going happen and don't have a real plan.
