I have not done any type of analysis of employees impacted and at what level keeping them on payroll lessons the need to spend more in other areas. But by keeping people employed and ready to roll when things reopen, it takes stress off umemployement and other forms of aid where our tax dollars are spent. I think that makes sense.

While I don't support eminent domain, to say you have not received services is likely not true as you have probably used roads or taken part in events made possible by it. Not a defense of the concept. Just saying you don't know what "benefit" you have gained from the use.
