Trump took the wrong course of action (inaction).
The federal government should have jumped into action in January when it was obvious a pandemic was highly likely. A ban on China flights was days late, as many folks from China had flown all over the world including to the USA, and many were in route to the U.S. through other airports (connecting flights).
The way to mitigate this virus was to begin massive testing and tracing ASAP. Other countries have succeeded doing just that.
